Feature request: optional hard tab limits, add option to drop new tab or replace LRU instead of moving to new tab window

This definitely shouldn't be the defeault, as it's only useful to people with ADHD or other people with issues with executive function, but it would be useful to have a hard limit on tabs per window. Instead of moving the tabs to a new window once the limit is reached, either the new tab is dropped(in which case the user needs to manually close a tab to add a new one in the same window), or the oldest tab is replaced(LRU cache style), with the exception of the currently active tab.

I generally use other extensions for this, but most of the ones I've found are no longer actively maintained.
