User would select a base table from a list of base table with baseprop tables.

User could optionally select a CV to filter by
returns a table of property CVterms. Would also display text values, cvalues associated iwth that property, if reasonable.
User can click on a property to reassign all properties. For example, 100 biosamples with the local:tissue property could be reassigned to plant_trait_ontology:tissue
Similarly, batch conversion of TEXT VALUES and assignment of cvalues.
So, selecting destination cvterm. We could use one of the existing cvterm interfaces that is in core. It would be exciting to get elasticsearch integration instead.

This could be tied to the ontology browser. Would want to display what % of base table entities have properties, and how many. And then, how many of those properties are from "good" CVs, how many of the properties have cvalue_id's instead of text values set.
Keep in mind individual entities can be very easily retagged in terms of properties: we are thinking about batch improvement/streamlined interface as opposed to making a list of all your biosamples and clicking through them.
