[Craft 5] Anchor field doesn't work on Titles with question marks

I have a Contentbuilder block with Title "Hoe meedoen?", when copying the anchor link I get an error Forbidden => url: /actions/statik/slugify/create-slug-from-string?string=Hoe%20meedoen%3F

When removing the question mark from the title, the problem is gone.

P.S. On local environment I don't get this error.
