setup default site theme and assets

Radiant-go's initial layouts can be setup during bootstrap, will just need to create a yaml file with the information for the database, assets can be copied somewhere during the process and used in the template.

Will just need to create a theme and then export it using
rake db:export
and pick out all the relavent database info
