Build arm docker image

It's getting more and more popular to use the arm architecture. Building it with GHA is also quite simple nowadays.

Hi @zbigniew-malcherczyk-tg we are working on an arm build. There are still some vulnerabilities we intend to address before a final release, but perhaps you can try this release and let us know if you encounter any issues.
