Create a deployment stategy

There are client(s) that utilize the SparkPress structure with deployment, but we should create a uniform option to deploy projects started with SparkPress.

Previous deployment methods utilize:

• circleCI
• mina
• mina cirlce
• See Rob, Ricardo or Zastrow for more details about previous deployment methods
• Note, that in previous deploy strategies composer update had to be run. We weren't sure why as composer install is run inside docker, but this shouldn't be part of the workflow. Might be related to Fix requiring composer globally
