SVM: Add "if" statement to code block unnecessary for ACS/SBC and WFC3/IR processing

Added an if statement so the evaluation of possible rejection of catalogs due to not enough sources vs estimated cosmic rays is not done for ACS/SBC and WFC3/IR.

Tested change with SBC j9zp15a[1-9]q_flt.fits, WFC jb1f84[e|f]_flc.fits, and IR ib4606c[lmpr]q_fits.  The WFC catalog results are the same as before this change - as they should be. The SBC and IR catalogs are not evaluated by the code.
