Typo in Create Puppet Environments permissions code prevents giving access

There is a missing/additional 's' in the permission name which means that just granting the "Create Puppet Environment" workflow permission doesn't actually grant permission to run the workflow. As a result, only users who implicitly have access to run all workflows are currently able to run this.
