Cody Chat in Emacs leaves a lot to be desired. It frequently complains about not having access to your files, it needs many improvements to the interface, and it should support things like history etc.

Feel free to split off multiple Chat-related issues once someone starts actually working on Chat. This is a placeholder issue to say, "Chat is busted, needs a lot of ❤️ , but we're focusing on completions right now".
