What new or enhanced feature are you proposing?
Currently the 'infer only contained elements' diagram action is defined as part 
of the Diagram Actions component. This should be moved into a separate 
component, in order to reduce unnecessary dependencies.

What goal would this enhancement help you achieve?
Reduced dependencies. However, this will mean that a new plugin and OSGi bundle 
must be created.
