Support systemd/dbus machine-id #1

To simplify all workloads ensure that usysconf takes care of constructing a systemd-machine-id when one is absent.

Additionally, add support to os-installer to create a new machine ID as part of the setup process.

Also on the topic of the installer, make sure it nukes and rebuilds the sensitive %m paths, (such as /var/log, /run etc)
