Summary

This PR migrates the editor right sidebar to use the Affix component, which will scroll the sidebar content together with the main content.

With this changes, all right sidebars are now migrated to Affix

How to test

  1. Go to http://localhost:8080/#/s:test.wa0x6e.eth/create
  2. The right sidebar should scroll using same behavior as the proposal page sidebar (stop scrolling when reaching top/bottom)
