[BUG] - Relayer not working on testnet

Briefly describe the bug.

Unable to vote via Safe on testnet

How can we reproduce the bug?

1. Go to app.safe.global and open a Sepolia Safe
2. Add https://testnet.snapshot.org as a custom safe app
3. Open the Safe app and try to on-chain vote for a proposal
4. Observe there is a network request to https://testnet.hub.snapshot.org that results in a 404 error

What is the expected behaviour?

The network request should not result in a 404 error. I tried replacing VITE_RELAYER_URL with https://relayer.snapshot.org but it doesn't work. Is there a relayer that can be used for tesnet?
