Quadratic Voting

As a snapshot space manager I would like to have an erc20-with-balance strategy that uses quadratic voting WITH splittable voicing credits (different from the erc20-balance-of-cv strategy already implemented) --> only token holders are allowed to vote and they all have the same amount of voicing credits.
