ProjectE is still alive according to the developer, as for when a release arrives, it'll get here whenever they have the time to port it.

If you absolutely can't wait but can manage to play using fabric mods instead of (neo)forge, there's a similar project called "Item Alchemy" for minecraft 1.21.1
