Support `banner_content` alongside `banner` #181

banner lets us chose the location of the banner file, eg. '/etc/issue'

It would be convenient if this module supported banner_content to edit the content of said banner

ssh::server::conf::banner_content: |
    ################################################################
    ###      MANAGED SYSTEM - AUTHORIZED ACCESS ONLY
    ################################################################
