Restructuring the config window and other changes

I've spent quite a bit of time restructuring the config window and also a couple of other small features. It's currently pushed to a separate "config_window_update" branch. It's now merged into the dev branch. If anyone wants to check it out to test, that would certainly be appreciated. Unfortunately there's no tests written which is something else I want to add at some point, so it's all just user testing. If there's any ideas or feedback, please don't hesitate to let me know.

Changes

• Ortho4XP Config window is now separated into three tabs: Tile Config, Global Config, and Application Config.
• The Tile Config tab displays the tile configuration file (if it exists) or the settings based on your global configuration file (if a tile configuration doesn't exist yet). The Global Config tab displays your global tile settings in your Ortho4XP.cfg config file and the Application Config tab displays the application settings that is also stored in the Ortho4XP.cfg file.
• Tile configurations are automatically loaded when the active tile is changed using the "Tiles collection and management" map. If a tile configuration doesn't exist, the global tile configuration is loaded. The tile configuration is not loaded if you manually type in coordinates to change the active tile.
• A "Reset to Global" button was added to the Tile Config tab which will reset the tile settings to the global tile config settings. When the button is pressed, it will assert a prompt asking if you want to save your tile zones.
• The Erased cached data feature works like batch building tiles now, meaning you Shift-Click (red rectangle) to select your tiles, choose your options, and click "Batch Delete". The batch delete has no effect on your active tile selection (yellow rectangle).
• An asterisk is added next to the zoom level number on the Tiles collection and management map view if the tile has zones (custom zoom levels).
• Closing the application using the operating system close button also saves your active tile coordinates, imagery and zoom level selections (previously only did if using the power button icon).
• custom_dem and fill_nodata options are now saved to the global configuration as well.
• More console messages have been added to provide more feedback. These are categorized with a verbosity setting of 1 (default).
• Fixed a bug where symlinks weren't automatically deleted if you used the Erased cached data - Tile (whole) option.
• Fixed a bug if you created zones on a tile then clicked "Apply" (which no longer exists as a button) before saving the tile config, it would delete your zones.
• Fixed a bug where all zones in your active session (loaded or created with Ortho4XP open) were saved to your tiles even if they were not a part of that tile.
• Corrected a few typos.
• Minor visual tweaks.
