[BUG] Module 'imp' is removed in Python 3.12 #259

The imp core module has been removed in Python 3.12. This module is imported by io/decoder.py, which is imported by several higher-level decoders. Importing any of these leads to a crash. Using the importlib module is required for Python 3.12+.
