Introducing the new lab python package template

Hi there!

I'm excited to share the newly developed Sensein python-package-template to simplify and optimize our package development process.

It's a tailored version of the CMI template adapted to better fit our lab's workflow and needs.
Significant changes include:

• Streamlined the setup process.
• Apache 2 as the default license, reflecting our common choice across projects like dandi-cli and b2aiprep. Adjusting the license is still easy if needed.
• Integrated click as the default package for CLI management, assuming its use in all our projects for consistency.
• Customized and added GitHub automation for automatic releases, changelog generation, and publishing, enhancing our development efficiency.

I'm looking forward to your feedback and suggestions as we start utilizing this template.
