Create a Github action workflow to publish the storybook

It is better to have a live preview of the Storybook, so we can see the completed UI components.

Describe the solution you'd like

One solution would be to use chromatic.com by following this tutorial. But then, the storybook URL will be https://some-random-uuid.chromatic.com/

Another solution is writing our own GitHub action workflow to build storybook as a static site and publish it to GitHub pages. (There is a beta feature in GitHub pages which allows us to integrate workflows with GitHub pages)
