IF CDC data is appended as a covariate, the latent field needs to include that fixed effect term.

…r outputing the flu intensity.

- granted, CDC_ILI is not a great predictor of intensity in washington.  Appear to be differences due to metric (percent of tests vs incidnece) and seattle vs wa-state
