[TASK](chore): update dependencies in sapcc/juno to npm

Review and update all dependencies in the project that are currently being fetched from the assets server. Specifically, for packages like juno-ui-components, migrate the dependency management to use the corresponding npm package (@cloudoperators/juno-ui-components).

• check and update whois
• check and update dashboard
• sync with colleagues deps in resources, email in elektra

Before we can start with this tasks we should clean up the repo. In this context the clean up means deleting all obsolete packages due to the migration to cloudoperators/juno.
