Add reference and link to data ingestion behavior and policy

Slycat needs a reference to table requirements and data ingestion policy from:
-docs link in the nav bar
-Wizard menu from ingestion and failed ingestion pages

Write the info and policy, include that page as: user manual / overview / input data requirements
Add link from that page to media set stuff in param space model viz / scatter plot view / media set page
Add links to general input data requirements from new model wizard and from a failed ingestion/parser message
