Improve source selection documentation #419

Today in the Rucio meeting, we shortly discussed the source selection algorithm and we realized that

There is no recommendation on how distances and the hop penalty should be set
There is no mention that there's a default value of 10 for hop-penalty

at https://rucio.github.io/documentation/operator/transfers/transfers-preparer/

It'd be useful add info on these points.
