Who is your contact person for this task?

Context

Kobo-Connect now gives internal server error if there is no "choices" sheet, eg if there is no select_one and select_multiple question

What needs to be done

Review code and update where necessary, so that there will be no error if there is no "choices" sheet in the XLS form

Acceptance Criteria

Kobo-Connect can handle XLS forms without "choices" sheet
