Due to the strict prescribed dependency versions, downstream projects may not be able to bump up dependency versions. See, for example, a failed build: https://app.readthedocs.org/projects/suanpan-manual/builds/26602362/
It is typically considered a good practice to set lower bound only, not upper bound, especially in libraries. See, for example, this article: https://iscinumpy.dev/post/bound-version-constraints/
It is thus preferable to replace ~= with >=, or even remove version tags, given that there is no compatibility issue.
