log the request and its size when the size of the request to the meta backend exceeds a large value #18071

Large requests to the metadata backend have caused a few issues lately.

Although this gets optimized, we still want to proactively get notified when the size of the request is very large due to corner cases so that we can take action before it becomes a problem for the users.
