feat(compactor): Improve the connection reconstruction logic of compaction_block_iter

The iter uses its own create_time for timeout judgment. It is reasonable under normal circumstances, but when encountering a huge compact task, iter may not be accessible immediately after creation, which will cause the task to fail.
