Is your feature request related to a problem? Please describe.

We need a way to display the existing breaking changes in the cluster. Instead of listing the breaking changes (e.g, #14221) in release notes, a more straightforward way is to detect the broken parts automatically. Otherwise, the user will have to check mviews one by one, which is very troublesome.
