In order to conserve the amount of space our project uses on PyPI and to prevent running into the 10GB limit qcs-sdk-python recently hit, we shouldn't publish wheels for pre-releases automatically.

Is this now accepted or still under consideration?

The recent release of quil-0.13.0 seems to contain only the source tarball, whereas the previous one had binary wheels, https://pypi.org/project/quil/0.13.0/#files.
This started causing CI failures for some checks in Cirq that run under docker container (and assume quil can be installed without building from source), e.g., https://github.com/quantumlib/Cirq/actions/runs/11226159459/job/31206161707#step:7:1329.
