USER STORY:

As a developer of Tips.js I'd expect the source of truth for Tips.js to be the npm repository.

ACCEPTANCE CRITERIA:

The npm package is updated with all changes from tips-rails repo. All future commits/PRs are made agains the rguerrettaz/tips repo.
The npm package is working as expected with no degraded functionality or unexpected bugs
This Huboard is moved from /tips-rails to /tips

rguerrettaz added the 0 - Backlog label
