Bug: As a user, when I include many issue numbers in a single message, the system may respond with repeated lookups

Description

@Dacello wrote a standup with 9 issue/PR numbers included. Slax took a while to respond, then posted the links 3 times consecutively. Investigate why 9 message lookups caused Slax to glitch and fix the issue.
