More thorough Slax setup documentation #123

A few engineers have found it hard to get Slax running locally because the ReadMe is missing some necessary details to make it happen. Would like to get some eyes here to refine and potentially add more documentation to our current ReadMe. Please make suggestions on this Google doc:

This is still true, but that doc is out of date now. I will write some notes very quickly about all of the things I had to do when I have the time
