Support for multilingual

Hi everyone,

I want to add a new language in meme theme but I don't know how the page does not appear anything to change to another language (from english to chinese e.g). Please help me, or let me know the steps.

1. Fork this repository
2. Copy en.toml to vi.toml under i18n folder
3. Edit vi.toml
4. (Set languageCode and defaultContentLanguage in config.toml to vi if you want to use it)
5. Make the pull request (if you want to make it available for every MemE user)

Thanks for reply, I have done like your answer, but the thing I need exactly is there are nothing appear in header to change language, although I still add this:
[[menu.main]] weight = 7 identifier = "lang-switcher"
But It does not appear in. What should I do?
