Citation dialog not in foreground

What happened?

The citation dialog doesn't appear on top when called. I am not sure if this is a duplicate of #2895, but in my case the window is just in the background, so it is not just a focus problem.

After curling the endpoint:

It looks like the widget for "Selected Items" correctly shows on top, but the search one doesn't.
