It seems to be a known issue that has been fixed in the public branch in December 12, 2023 Update:

But I have to use steam_legacy branch to use rehlds,
since if I update server to public branch, server won't start with error:
/engine_i486.so: undefined symbol: SteamGameServer

I'm lost.

This fix does not refers to HLDS in any way
This is an issue that has only been fixed on the client side

So the only fix is to tell clients to use the public version on steam instead of legacy?
Nothing else can be done?

And what about the server side? can I use public branch+rehlds? cause I'm getting the error: /engine_i486.so: undefined symbol: SteamGameServer

I think the public branch is currently a work in progress for rehlds because of the HL25 update. You should just use the legacy branch.
