Bug - Pulling Repo Updates Broken

I don't think rcos.rpi.edu is pulling repo updates anymore. According to the page, 0 / 41 have been updated in the last week.

sounds like fetch.py might not be running.
Schould be a chron job i think?

Looks like the settings changes before the database configuration for
fetch. Fixing.
