Inconsistent popup scrolling with touch input

I am sometimes unable to scroll through the results list by dragging on a touchscreen. From what I've tested, whether it scrolls or not depends on where the touch input begins. For example, scrolling will not work if I start dragging on the space that an entry's "text box" occupies. I have to aim my finger on an empty area, which can become challenging if the entry's definition is particularly long and fills up the entire popup width.
