Mod for having the Taskbar in Windows Vista and earlier style and then have it change to the Windows 11 Style on hover

I apologize for the possibly confusing title, I hope I'll be able to explain it better. I had the idea for a mod that has the Taskbar function like in Windows Vista and older versions of Windows where it's slim and only shows the active running tasks when left alone without pinned items and with labels:

And then when the mouse hovers over the Taskbar it would show all pinned items and go to a bigger, combined, no labels state:

Is such a thing feasible?
