[FEATURE] Target overrides for devices

I want to make a hotkey to control my mic which is a separate device. I would like to create an override for "device"

I have considered implementing this before, but didn't do it because it wouldn't have been possible at the time without significant changes to the way that hotkey action settings work.

Those changes have been made in a recent update, so it is possible now, but I can't promise a timeline as I'm pretty busy atm.
