Animate tooltips

The app is so animate-y so it's weird that the tooltips just BLOP into place. The same fade and rise animation would work well with tooltips too.

Animations have been removed because they are causing bugs, honestly I'd rather not add too much animations, I feel it makes the app feel sluggish. So I'm gonna close this.
