I'd fund it more useful if the labels could be attributes to a non-labelled data.frame (or tibble). I particularly like the practice in the sjlabelled (and sjPlot) packages, where filtering etc can use the unlabelled version but graphics and tables use the labels. Eurostat labels are very long.

I think it should be optional. Removing the labels from a labelled class is sometimes very painful. I think it would be far better to write a function that creates a labelled class, if somebody really likes it. For me, it is essential to have the data and the labels separately. I work in many languages, and anyway do not find the Eurostat labels very useful.
