Add collate and public to WWWadmin

It would be nice to have the ability to collate a study and make it public from the wwwadmin webpage.

This would be great -- ideally, the page for this functionality would
expose the other options from the collation script (public, produce fastq
as well as fasta, and a flag for metagenomic study)

In terms of implementation, I'm not sure what the easiest way is to do
this. What would be best probably would be to call the actual library code
that is being used by the collation script.
