Context

Even if it's currently allowed to specify another url to xml repository. Plugin download relies on official download url structure.
Chance for unofficial repo to follow download url from QGIS plugin repo is unlikely.

Description

In case of unofficial repository, qdt should parse xml to retrieve download_url attribute and use it to download plugin.
