PtyPy 0.6 release notes

Public release of ptypy! After having to use a private repository
for many years, we finally have a license agreement that allows
PtyPy to go public.

Build changes

In accordance with PEP 621, we are moving away
from setup.py for the main build of PtyPy and
adopt the new community standard for building
packages with pyproject.toml.
