Investigate why PsuIdentity imports stop for some users

This appears to only be for users that have left Penn State, so the assumption is since they are no longer in the system, we stop importing PsuIdentity data for them. If this is the case, that's okay and what we want. We are also curious what criteria stops this.

We want to exclude inactive users from the AI OA Workflow here #920 . If the imports stop because users are no longer in our system, and we are storing them as only a "MEMBER" affiliation (this tells us they are inactive) before the imports stop, then this is working how we want.
