Add Issue Templates & Disable Custom Issues

I looked at our issues and categorized them into three distinct issue types: bug, enhancement (broadly defined), and new dataset. I have created templates for us to consider for each of these categories.

Changes Made

• Added structured issue templates to streamline issue creation
• Disabled custom issue submissions to ensure consistency
• Configured issue template chooser settings

Why

This change will help standardize our issue tracking by:

• Ensuring all necessary information is provided upfront
• Reducing back-and-forth in issue comments
• Making issues more searchable and categorizable
• Maintaining consistent issue format across the project

Testing

• I'm having a hard time testing these from a branch. I made a separate repo where you can test it: https://github.com/project-lux/issues-template-demo
• This should not introduce breaking changes.
