As an instructor, I can visit an assignment info page and see a button that says "Retrigger Grading for All" that, when clicked, re-triggers the grading procedure for all students.

Note: Scan course organization repos, and for each that corresponds to the naming convention for this specific assignment, manually trigger the grading job.

Corollary: Single student manual retrigger (should be a subset of this issue)
