Recently I managed to break my internet connection by force closing a VPN app.

When I tried using OS Upgrade & Recovery I noticed it tried to use an internet connection. Which made it take quite a bit until I was able to "Refesh OS". It was a bit frustrating.

Ideally OS Recovery loads immediately and system/application updates load if an internet connection is available afterwards.

The cosmic-settings repo is for the new Settings app in the pre-alpha COSMIC Epoch desktop environment. I've transferred your issue to a more relevant repository.

I understand you're requesting for this settings panel to load its GUI before checking for updates.

Yep. This mainly helps users like me who have messed up their internet connection and want to attempt a OS refresh.

Or perhaps help offline users as well.
