From trying to replicate the behavior, I'm inferring that this is an observation about how the dock by default keeps its size set as one tick from the largest, even as the resolution shrinks.
Here's a few examples of changing only the screen resolution:

1920x1080:
1080p-regular

1280x720:
720p-regular

And finally 720x480:
480p-regular

I think the problem can be fixed or at least alleviated by having the dock auto-choose a smaller size tick on the slider when running at resolutions lower than 720p. Pictured below is 640x480 but with the dock on the second-lowest tick of the slider:
480p-smol-dock

I don't know if having the dock auto-resize at lower resolutions is even something sane to consider. But that would be my suggestion.
